Notification Form
The Notification Form for obtaining a General License under the Laws on the Regulation of the Electricity Market of 2021 and 2022, and the Regulatory Decisions 02/2021 and 01/2023 “Regulatory Framework for granting a General License” (Regulatory Administrative Acts No 523/2021 and 22/2023) concerns:
(a) Generation of electricity from power plants that are not connected to the transmission or distribution system
(b) Generation of electricity from power plants with a maximum capacity of up to 20kW
(c) Generation of electricity for own use from systems with a capacity of up to 30kW
(d) Generation of electricity from renewable energy power plants with a capacity of up to 50kW
(e) Generation of electricity from small-scale high-efficiency cogeneration plants in accordance with the provisions of the Law on the Promotion of Energy Efficiency in Heating and Cooling and Heat and Power Cogeneration
(f) production of electricity from photovoltaic systems on the shell of an existing building with a capacity of above 50kW.
Submission of a Notification Form - Granting of a General License
The Notification Form is submitted to CERA electronically, as an attachment to a blank message sent to
gl@cera.org.cy with the subject line “Notification Form for General License”. Forms which are not sufficiently completed will not be reviewed. CERA will acknowledge receipt of the Notification Form by sending a reply e-mail to the interested party.
The General License is granted and enter into force one month after the date of receipt of the Notification Form by CERA and provided that no additional information or corrective actions have been requested in writing by CERA.
For power plants generating electricity from RES for own use with a capacity of up to 50kW, no Notification Form is submitted to CERA. The General License is obtained upon connection of these plants to the distribution network.
Power plants generating electricity from RES for own use with a capacity of 10.8kW and up to 50kW for which the Distribution System Operator considers that the stability, reliability and security of the grid are not maintained in order to be connected by means of a simple connection notification, must submit to CERA a Notification Form, as submitted by the other categories of General License and accompany it with the relevant written notification of the Distribution System Operator.

Power plants that were put into operation before January 1, 2022 shall continue to operate without the obligation to obtain a General License.
Change of Details and Termination of General License
When the holder of a General License granted after submitting a notification form to CERA, makes any changes to the details that affect the General License or terminates the activity for which a General License has been granted, they must inform CERA within one (1) month by completing the relevant Details Change Form or the General License Termination Form respectively, which can be found at the bottom of the page.
