For the purposes of harmonization with Directive (EU) 2019/944 on common rules for the internal market in electricity, with the exception of paragraphs 1, 4, 5 and 6 of Article 57 thereof, partial harmonization with Articles 2, 15, 17, 21, 22 and 24 of Directive (EU) 2018/2001 on the promotion of the use of energy from renewable sources, partial harmonization with Articles 11, 14 and 15 of Directive 2012/27/EU on energy efficiency, effective implementation of Regulation (EU) No 1227/2011 on wholesale market integrity and transparency, more effective implementation of Regulation (EU) No 347/2013, on guidelines for trans-European energy infrastructure, more effective implementation of Regulation (EU) 2019/943 on the internal market for electricity, more effective implementation of part of Regulation (EU) 2017/1485 establishing a guideline on electricity transmission system operation, and the independence of the existing legal entity under public law known as the “Cyprus Transmission System Operator” by the Cyprus Electricity Authority, the Law on the Regulation of the Electricity Marketof 2021 was adopted, which repealed the Electricity Market Regulation Law of 2003 until 2018.

Rules of Electricity Supply
Rules of Electricity Supply to Final Customers
According to article 102 of the Law Regulating the Electricity Market (Law no. 122(I)/2003), In order to facilitate the emergence of well functioning and transparent retail markets in the Community, CERA shall ensure that the roles and responsibilities of the Transmission System Operator, Distribution System Operator, supply undertakings and customers and if necessary other market participants are defined with respect to contractual arrangements, commitment to customers, data exchange and settlement rules, data ownership and metering responsibility. Those rules shall be made public, be designed with the aim to facilitate customers’ and suppliers’ access to networks, and they shall be subject to review and approval by CERA.
CERA issued the Decision No. 243/2017 and approved according to article 102 of the Law No.122(I)/2003 the following Rules of Electricity Supply to Final Customers that have binding force from the date of their publication.
Rules TDR - EMR
The Transmission and Distribution Rules and the Electricity Market Rules shall be complied with by all license holders or by persons granted exemptions to the extent that licenses or exemptions require.
Transmission and Distribution Rules (TDR)
They address the technical requirements and constraints to be applied by licensees whenever they wish to connect to the transmission system and/or distribution system or to use the transmission system or distribution system for the transport of electricity;
Ensure that the technical conditions applicable to licensees wishing to connect or use the transmission system or distribution system do not create unjustified discrimination against licensees;
They promote efficiency, reliability and economy in the use and development of the transmission system and distribution system.
Electricity Market Rules (EMR)
They address the mechanisms, pricing and other terms and conditions that apply when license holders purchase or sell electricity on the basis of arrangements made by the CTSO;
Ensure that license holders who are requested to participate in the purchase and sale of electricity on the basis of these arrangements are not discriminated against;
They promote efficiency and economy and facilitate competition in the market and sale of electricity on the basis of these arrangements.

Κανόνες Προμήθειας
Σύμφωνα με το άρθρο 46 του περί της Ρύθμισης Αγοράς Φυσικού Αερίου Νόμο (Ν.183(Ι)/2004), για να διευκολυνθεί η δημιουργία εύρυθμων και διαφανών αγορών λιανικής στην Κοινότητα, η ΡΑΕΚ μεριμνά ώστε οι ρόλοι και οι αρμοδιότητες του διαχειριστή συστήματος μεταφοράς, των διαχειριστών συστημάτων διανομής, των επιχειρήσεων προμήθειας και των πελατών και, εφόσον είναι αναγκαίο, άλλων συντελεστών της αγοράς, να είναι καθορισμένοι όσον αφορά τις συμβατικές ρυθμίσεις, τις δεσμεύσεις προς πελάτες, τους κανόνες ανταλλαγής δεδομένων και εκκαθάρισης, την κυριότητα δεδομένων και την ευθύνη των μετρήσεων. Οι εν λόγω κανόνες δημοσιοποιούνται, στοχεύουν στη διευκόλυνση της πρόσβασης των πελατών και των προμηθευτών στα δίκτυα και υπόκεινται στην εξέταση και έγκριση της ΡΑΕΚ.
Η ΡΑΕΚ με την Απόφαση υπ’ αριθμό 91/2020 ενέκρινε σύμφωνα με το άρθρο 46 του Ν.183(Ι)/2004, τους πιο κάτω Κανόνες Προμήθειας Φυσικού Αερίου οι οποίοι έχουν δεσμευτική ισχύ από την ημερομηνία δημοσίευσής τους, 6/3/2020:
Regulatory Decisions
The Cyprus Energy Regulatory Authority (CERA) may, in the performance of its duties and the exercise of its responsibilities and powers, take regulatory decisions determining the way in which it regulates the electricity market and which of the licensees will be bound by such a regulatory decision according to Article 26 of the Law Regulating the Electricity Market (Law no. 122(I)/2003).
Before taking any regulatory decision, CERA
Consults any licensee, license applicant or other interested person in relation to any matter to which the regulatory decision relates; and
Publishes a draft of its regulatory decision inviting licensees, license applicants or other interested persons to submit comments.
