- Cyprus Energy Regulatory Authority
  - The Cyprus Energy Regulatory Authority (CERA) is the national Independent Energy Regulatory Authority of the Republic of Cyprus, which is entrusted with the regulatory control of the proper functioning of the internal electricity and gas market in accordance with the provisions of Directives (EU) 2019/944 and (EU) 2009/73/EC. CERA was initially established by the Law on the Regulation of the Electricity Market of 2003 (Law 122(I)2003), which was repealed by the Law on the Regulation of the Electricity Market of 2021 (Law 130(I)/2021). Meanwhile, with the abolition of Law 122(I)/2003, a new Law was passed that provides for the establishment of CERA, the Law on the Establishment and Operation of the Cyprus Energy Regulatory Authority of 2021 (Law 129 (I)/2021).
    
    CERA is legally distinct and functionally independent from any other public or private entity. It makes autonomous decisions independently of any political organization and has an annual revenue and expenditure budget which it implements autonomously.
    
    CERA is governed by the Top Management, which consists of three (3) members, appointed by decision of the Council of Ministers, after consulting the Parliamentary Committee on Energy, Trade, Industry and Tourism. The members of the Top Management and the staff of CERA act independently of any market interest and do not seek or receive direct instructions from any government authority or other public or private entity when carrying out their regulatory tasks.
    
    CERA is accountable for the performance of its duties, responsibilities and powers to the President of the Republic and, for this purpose, submits an annual activity report to the President of the Republic.
    
    The operation of CERA and its decision-making process are regulated by Regulations, which are adopted in accordance with the Law on the Establishment and Operation of the Energy Regulatory Authority of 2021.
- Mission of CERA
  - CERA's mission is to regulate the electricity market in the Republic, to establish rules concerning the generation, transmission, distribution, storage and supply of electricity, as well as to create an integrated, competitive, consumer-focused, flexible, fair and transparent electricity market in Cyprus, to ensure affordable and transparent prices of electricity and energy costs, with the aim of protecting consumer’s rights.
    
    In addition, CERA's mission is to regulate the natural gas market in the Republic, to establish rules concerning the transmission, distribution, supply and storage of natural gas, as well as to define rules regarding the organization and operation of the natural gas sector, the access in the market, the network operation and the relevant criteria, as well as the transmission licensing procedure, regarding the distribution, supply and storage of natural gas.
    
    Particularly, the Electricity Market Law of 2021 (Ν.130(I)/2021) and the Natural Gas Market Laws of 2004 to 2021 (N. 183(I) 2004) set the framework of the rules and principles for the achievement of CERA's mission, the main objective of which is to ensure the smooth operation of the energy market in Cyprus, consumer protection and environmental protection.
- Vision of CERA
  - CERA's vision is to regulate the electricity and gas markets in the Republic, to ensure a high degree of security, reliability and quality of supply in electricity and natural gas, to protect the interests of the consumers, to contribute to the protection of the environment and to promote research and development in the energy sector.
- Value Statement of CERA
  - The members of the Senior Management of CERA and the staff of CERA office, during the performance of their duties, adopt values on the basis of the General Principles of Administrative Law of 1999, (N.158(I)/1999) as follows:

    The Senior Management of CERA ensures that the above defined values are applied during the performance of all activities and with all the parties involved.
Objectives, Duties and Powers
- Objectives, Duties and Powers
  - The main objective of CERA is to ensure the smooth operation of the energy market in Cyprus. Following this direction and considering the legislation of the Republic of Cyprus and the European directives, CERA undertakes various initiatives that regulate and oversee the energy market in Cyprus.
    
    Based on new data in the energy sector of Cyprus, the role of CERA is very important and its decisions determine to a large extent the way the energy market operates.
    
    Also, due to the finding of natural gas deposits in Cyprus's Exclusive Economic Zone (EEZ), the role of CERA becomes more important.
- Electricity Market
  - Objectives, Powers and Responsibilities of the Cyprus Energy Regulatory Authority (CERA) for the Electricity Market.
    
    According to the Electricity Market Regulation, CERA has the following objectives, powers and responsibilities:
    - It acts as the Dispute Resolution Authority.
    - It is a single point of contact for informing consumers.
    - Promotes Renewable Energy Sources.
    - Encourages and facilitates genuine competition in the Electricity Market, avoiding adverse discrimination and aiming ultimately at reduced prices.
    - Protects the interests of the final consumers.
    - Promotes the development of an economically viable and efficient Electricity Market.
    - Ensures adequacy in electricity supply for the satisfaction of all reasonable needs and demands for electricity.
    - Safeguards the Continuity, Quality, Reliability and Security of electricity supply.
    - Encourages the efficient use and generation of electricity.
    - Issues, controls, enforces, amends and recalls Licences or grants Exemptions from a Licence.
    - Ensures that Licensees operate efficiently and are in a position to finance the business activities for which the Licence has been issued.
    - Determines, publishes and imposes quality standards with which Licensees have to comply.
    - Regulates tariffs, charges and other terms and conditions to be applied by Licensees, for any services provided according to the terms of their Licences.
    - Promotes the development of regional markets within the Community so that they operate competitively and properly in order to achieve security of supply.
    - Promotes the elimination of restrictions in the electricity trade among Member States, including developing appropriate cross-border transmission capacities to meet demand and enhance the integration of national markets.
    - Ensures that the Rules governing the operation of electricity networks and the electricity market (Transmission and Distribution Rules and the Electricity Market Rules) are prepared and approved in accordance with the Law.
    - Sets the rules or the procedures under which complaints are examined which relate to services offered by the Licensees including, when it considers it appropriate, the carrying out of investigations and the taking of decisions for such complaints.
    - Carries out investigations, either following the submission of a complaint or initiated by CERA ex officio.
    - Imposes administrative fines in the event of violation of laws or regulations.
    - Ensures the implementation of the provisions of Regulation (EU) no 1227/2011.
    - Promotes Research and Development in the field.
    - Prepares and implements long-term planning regarding capacity for generation, transmission and distribution on a long-term basis, in order to meet the demand for electricity in the system and to secure supplies to customers and includes security of supply, energy efficiency / demand-side management and achievement of environmental objectives and targets for energy from renewable sources.
    During the execution of its duties and exercising its authorities and jurisdictions, CERA can:
    - Take decisions in accordance with the provisions of the Law and the Regulations issued thereunder.
    - Take regulatory decisions to determine how it will regulate the electricity market and which licensees will be bound by such a regulatory decision.
    - To issue Regulations on the basis of the Law.
- Natural Gas Market
  - Objectives, Powers and Responsibilities of the Cyprus Energy Regulatory Authority (CERA) for the Natural Gas Market.
    
    According to the Natural Gas Market Law Regulations, CERA has the following objectives, powers and responsibilities:
    - It encourages research and development in relation to transportation, distribution, supply, storage and use of natural gas.
    - It is the Energy Ombudsman / Consumer Agency acting as an independent mechanism for dealing effectively with complaints and out-of-court settlements (dispute settlement).
    - It is a single point of contact for informing consumers
    - Promotes the development of an economically robust and efficient natural gas market.
    - Ensures the safety, continuity of supply, quality and efficiency in the supply of natural gas.
    - Monitors the issues of the security of supply, and especially the balance of supply/ demand in the market, the level of the expected future demand and the availability of supply, as well as the level of competition in the market.
    - Announces the measures that may be put into effect in case of unforeseeable crisis in the energy field, or when the security of people, works, installations or the integrity of the networks are threatened.
    - Prepares and publishes Technical Rules determining the minimum standards of technical design and operation for the connection to the network of installations of liquefied Natural Gas, to storage installations, to other transportation or distribution networks and to direct pipes of Natural Gas.
    - Takes appropriate and effective measures for control and transparency, so as to avoid possible misuse of dominant position, and in particular of those misuses to the detriment of consumers.
    - Protects the interests of the final consumers.
    - Promotes the development of regional markets within the Community so that they operate competitively and properly so as to achieve security of supply.
    - Promotes the elimination of restrictions in the natural gas trade among Member States, including developing appropriate cross-border transmission capacities to meet demand and enhance the integration of national markets.
    - Ensures as competent authority the implementation of the measures laid down in Regulation 994/2010 of the European Parliament and the Council concerning measures safeguarding security of gas supply.
    - Encourages research and development in connection with the transmission, distribution, supply, storage and use of natural gas.
    - Resolves disputes on access to pipes of the upstream network, in connection with negotiations for access to the network.
    - Carries out investigations, either following the submission of a complaint or initiated by CERA ex officio.
    - Imposes administrative fines in the event of a breach of any provision of the Law.
    - Sets the rules for the management and the distribution of the interconnection capacity, in consultation with the appropriate authorities of the Member States with which there is interconnection.
    - Prepares and implements long-term planning regarding the planning of supply and transportation capacity of natural gas undertakings over the long term so as to satisfy the demand of the system for natural gas, achieve the diversification of sources and ensure supply to the customers, including the security of supply, energy efficiency / demand-side management and the achievement of environmental objectives and targets for energy from renewable sources.

      Mr. Philippos (Alkis) Philippou holds a Master of Business Administration (MBA) degree from Fuqua School of Business, Duke University, USA and a Bachelor of Business Administration (BBA) degree from Baruch College, City University of New York, USA. His professional experience is from the oil and gas industry where he worked as financial advisor and trader for an oil & gas major and from investment banking where he worked as portfolio manager for a private boutique investment firm.

      Curriculum Vitae
      
      Neophytos Hadjigeorgiou was born in Kathikas, in 1961. In 1979 he graduated from the 4th High School of Paphos. He is also a graduate of Electrical Engineering from the National Technical University of Athens and he is a member of the Technical Chamber of Cyprus (ETEK). He was a member of the General Council of ETEK for two terms 1996-1999 and 2005-2008.
      
      He worked as a trainer in the Electrical Technical Training School until 1991. He was then employed by the Electricity Authority Cyprus (EAC) in the position of Assistant Electrical Engineer (until 1994), Electrical Engineer (until 2000), Load Research Engineer (until 2003), Senior Engineer in Customer service (until 2004), Senior officer in Human Resources (until 2009), Assistant Manager in Human resources (until 2012) and as a Human Resources Manager from 2012 until April of 2016 when he was appointed as a member of CERA (Cyprus Energy Regulatory Authority).

Θέση Εργασίας 03/2023 - Βοηθός Γραμματειακός Λειτουργός

H Ρυθμιστική Αρχή Ενέργειας Κύπρου (ΡΑΕΚ) δέχεται Αιτήσεις για τρεις (3) κενές μόνιμες θέσεις Βοηθού Γραμματειακού Λειτουργού. Οι θέσεις είναι Πρώτου Διορισμού. Η κλίμακα των θέσεων είναι Α2,Α5 και Α7(ιι) στην οποία προστίθενται οποιεσδήποτε γενικές αυξήσεις εγκρίνονται με νομοθεσία και τιμαριθμικό επίδομα, σύμφωνα με το ποσοστό που εγκρίνεται από την Κυβέρνηση από καιρό σε καιρό.

Θέση Εργασίας 02/2023 - Μηχανικός Ενέργειας (Ηλεκτρολόγος)

H Ρυθμιστική Αρχή Ενέργειας Κύπρου (ΡΑΕΚ) δέχεται Αιτήσεις για μια (1) κενή μόνιμη θέση Μηχανικού Ενέργειας. Η θέση είναι Πρώτου Διορισμού. - - Στα πλαίσια των 20 χρόνων της λειτουργίας της Ρυθμιστικής Αρχής Ενέργειας Κύπρου (ΡΑΕΚ), η Αρχή έχει προχωρήσει σε έκδοση Επετειακού Λευκώματος Φωτογραφιών, ως μια ένδειξη της πλούσιας δράσης και εκτίμησης σε όλους όσους υπηρέτησαν κατά καιρούς την ΡΑΕΚ.

- - The Annual Report of CERA is submitted to the President of the Republic, in accordance with Article 15 of the Law on the Establishment and Operation of the Energy Regulatory Authority and contains:
    1. a review of developments relating to matters falling within the competence, powers and duties of CERA, including developments relating to competition in the market and in the electricity and gas sector in general;
    2. the decisions, regulatory decisions and any enforcement measures taken by CERA during that year in the exercise of its competence, powers and duties;
    3. a general report of activities and a progress report for that year;
    4. the annual financial statements provided for in Article 109 of the Law on Financial Responsibility and Fiscal Framework; and
    5. reference to such other matters as may be deemed necessary.
